Several major differences:
1) Ease of use: Apache is quite large and relatively complex to install and configure for use with PHP (I've heard that the Win98 Apache PHP FAQ is one of the most requested documents on PHPBuilder). BadBlue is small (the Win98 download is 100K complete) and can be installed and running PHP in a minute or so.
2) File-sharing: BadBlue is designed for Gnutella-style file-sharing (or peer-to-peer). Whether you use it for PHP or not, BadBlue lets you specify files and folders you want to share with others (e.g., pictures, music) and people can surf to your site and search your machine instantly.
3) Designed for Windows: BadBlue is a very friendly system and can run as a conventional app on the system tray, as a Win9X service or a WinNT service.
4) Small size: because of its tiny footprint (the server is 60K), you can run it and not even realize it's running in the background. Its memory consumption and CPU usage is typically minimal as opposed to other NT web servers.
